The "way back when" in this case seems to be around 2014. According to one telling , a group of female climate leaders met at a Scottish estate in 2013 to discuss bold climate goals that could be enacted two years later in Paris. Is net zero greenwash? Ah, yes: The good old days. Today, "80 by 50" would not pass muster.
